Visa on arrival (VOA) means that on arrival, you will need to queue up at a visa counter, apply, pay for a visa and get your visa stamp before going to immigration.
VOA is often limited to certain entry points (e.g. international airports or major land borders). For other border crossings, where VOA is not available, you will need to apply for a regular visa in advance.
Unlike other countries, where you can get the visa the directly at border gates upon landing, you are required to apply for a pre-approved visa on arrival letter through a Vietnamese agency, in order to pick the visa stamp up on arrival.
You can only enter Vietnam through International Airports by using Vietnam Visa On Arrival.
